Dear friends,

When I started Residencias Los Jardines, I started writing a weekly newsletter -determined to tell all the good, bad, and the ugly. I knew some readers would be interested in the construction process. I expected others might be interested in the lifestyle of two people who had decided to live outside the box. For others, the adventures of Lita, the parrot and the cat took on an entertainment saga all its own.

Residencias Los Jardines is finished. We periodically have re-sales and rental availability. Some readers may be interested in this information.

Our Lives

Weather: Mostly partly sunny, normal rainy weather, no wind, temperatures 25C / 78F -beautiful.

MANAGING OURSELVES: we are running neck and neck to the bottom of the barrel with the US political BS. We met, voted, and I can't believe what happened... no, I can believe it... I just don't want to believe it... time to re-think life and the future... commitments, associations, etc... it will be better than I think... perhaps it will be worse than I imagine... time for an exit plan from Los Jardines... second time I have been within a hairs breath of changing the future except one person failed me...

Potential Sale: We have had some interest in purchasing 123. As of this writing, there seems to be agreement but some issues have yet to be confirmed. We'll see.

I have been bedeviled by one house that has more bloody problems than all the others put together. I get one problem solved, two more show up. I am not liking this... neither is the owner, I am sure. The house was built for the owner and has features that the owner wanted. He left and those features remain; some are too delicate for a rental house... or we are just into a situation of everything going wrong at the same time.

1. RECOPE -breaking it up... this will be a step in the right direction but I doubt if it will happen -way too many people on the gravy train. It is way too powerful, morally corrupt, and financially out of control. It really adds no value that I can see to anyone other than the employees.

2. Solis says the country is running out of cash. He is responsible for increasing the budget double digits (19% first year) and has passed a law limiting deficits to become effective in 2018 -next administration. The new government won't be bound by this law.

Last week President Solís announced that there are insufficient funds to pay all government obligations. He wasn't talking about the future, he was talking about next week! The "Fiscal" here is so inept and mismanaged that they didn't see the shortfall coming until it was right upon them. Revenue intake must be at historical highs, but the spending increases planned -largely to fund indexed government pensions and the like, seem to have no limit or controls.

1. Four presidential candidates in favor of breaking fuel monopoly

Four of five presidential candidates who took part in a debate late last week said they would support breaking up the fuel monopoly held by the Costa Rican Oil Refinery (RECOPE).

The Costa Rican Chamber of Industries (CICR) organized the debate on Thursday evening, which included Otto Guevara Guth of the Libertarian Movement, Antonio Álvarez Desanti of the National Liberation Party, Rodolfo Piza Rocafort of the Social Christian Unity Party, Mario Redondo Poveda of Christian Democratic Alliance and Carlos Alvarado Quesada of the ruling Citizen Action Party, the only candidate opposed to opening the fuel market.

The candidates who agreed on the opening said consumers should not pay for financial perks for RECOPE employees, which the agency includes in its fuel price calculations.

Alvarado, the lone voice against lifting the monopoly, said that people need to stop thinking about the past.

“Instead of opening up the fuel monopoly, we need to take steps towards new technologies, such as electric transportation,” he said.

Guevara noted that he was pleased that Álvarez, Piza and Redondo supported the idea of breaking RECOPE’s monopoly, which he described as “a libertarian idea, now being embraced by other parties.”

Agreements

Aside from their opinions about RECOPE, candidates agreed on most other economic issues, the focus of the debate moderated by former CNN journalist Alberto Padilla.

All five of them agreed that they would support a boost in the use of natural gas and in the creation of an Energy Ministry.

They also agreed with the idea of supporting more contracts between public and private-sector companies for the construction of public infrastructure projects, as well as measures to improve public finances — mostly by cutting public spending — and better hiring regulations for public workers.

Some other parties have already confirmed their candidates for the 2018 presidential election. The CICR, however, indicated that it only invited candidates “who have shown support for the private sector’s contribution to the development of Costa Rica.”
