This has been another week with no business calls. Agents I speak with find the market dead, dead, dead... what few calls they do receive, are very low budget clients... $500 - $800... often times with very unreal expectations and sometimes with attached demands... One agent who has brought me substantial business over the past several years, is expecting an uptick in business following the US election... regardless of the outcome... I don't think so but we'll see... personally, I don't want either one of their attitudes brought to CR...

1. Some politicians want more info from inactive firms

Expats who own inactive corporations to protect assets like vehicles and homes are being put in a bad light by a new proposal.

The Frente Amplio political party proposed Tuesday that inactive corporations be registered with the fiscal authorities to avoid having the country listed as a tax paradise. Such corporations, said the party in a summary, are a means to launder money and avoid payment of taxes. The statement was attributed to Edgardo Araya Sibaja, who heads the party in the legislature.

He was quoted saying that revelations by the hacked Panamá papers showed that inactive corporations are used to hide wealth and for money laundering for drug traffickers and other illegal activity.

In Costa Rica inactive corporations are those that have no economic activity and do not file annual tax returns, but they are useful in property ownership.

Araya cited concerns by Global Forum officials
suggesting that the country would be designated a fiscal paradise if action were not taken to learn more about inactive corporations.

The Global Forum says it has become the key international body working on the implementation of the international standards on tax transparency.

It is an agency of the Organisation for Economic Co-operation and Development.

Another lawmaker, José Ramírez, said that Frente Amplio wants all corporations to be listed with tax authorities and that all keep financial books and that this requirement would not affect those who use the entities for legitimate purposes.

Still, with a new law designed to fight tax fraud, corporate owners now have to report the full list of shareholders to tax officials every year.

The lawmakers did not put their proposal into a law. They spoke before the Comisión de Hacendarios, and the concept might be rolled into existing legislation as it passes through the committee.

2. Murder suspect no stranger to courts

Investigators have detained a man with the last name of Estrada Jiménez as a key figure in the shootings that have stemmed from turf wars for drug distribution.

Specifically, the man, 25, is believed to be behind the killing of five persons in a Sunday afternoon rampage on the beach at Cieneguita, Limón, Oct. 2.

The arrest raises questions about the effectiveness of the court system. Estrada was convicted of murder and sentenced to three decades in prison in the 2010 shooting death of a little girl. She was an innocent bystander as were most of the individuals in the Cieneguita shootings.

The conviction was overturned on appeal, and a new trial is expected.

In addition, the man has another open murder charge stemming from a killing April 8, 2013, an attempted murder charge involving an incident March 19, 2015, and a lesser charge from Jan. 12, 2016. There also is a 2009 robbery charge for which trial is set for next August.

No judge appears to have determined the man should have been placed in preventative detention.

Estrada also is a suspect in the murder of a lawyer last October.

The man was detained Monday morning in Río Segundo. His brother also was detained as were suspected associates.

Investigators said they believe that the shootings stem from a struggle for territory by several drug distribution operations.

3. University breaks ground for campus

Texas Tech University broke ground Monday for its $15 million campus. The location is in Avenida Escazú west of the capital.

The university expected to begin classes in a year. The school announced in August that it was opening a Latin American branch here for an initial 1,300 students.

4. Vehicle insurance costs to go up in November

The National Insurance Institute (INS) will begin collecting mandatory vehicle circulation permits, or marchamos, for 2017 on Nov. 1, and motorists will likely have to pay more than they did for this year.

The INS announced last week that the Automobile Insurance Policy (SOA) for next year will cost 6.8 percent more on average. The SOA represents almost a fifth of the total cost of the marchamo; the rest is made up of other fees including a property tax.

The SOA for 2017 will cost ¢21,654 for cars ($39), which is 8.5 percent more than last year. Motorcycle owners will have to pay ¢61,119 ($109), representing a 5.2 percent increase, Insurance Superintendency (SUGESE) officials indicated.

The owners of Costa Rica’s more than 1.4 million registered vehicles must pay their marchamos by Dec. 31. Starting on Jan. 1, drivers without the 2017 marchamo sticker displayed on their vehicles will be fined some ¢50,000 (approximately $90) and have their license plates removed.

Accidents on the rise
The main reason for the increase in the SOA price is a spike of almost 30 percent in the number of traffic accidents recorded in the first eight months of this year, the Insurance Institute reported.

The number and severity of accidents influences the policy’s yearly prices, as funds collected from the insurance policy need to cover INS costs derived from traffic accidents that year.

Insurance Superintendant Tomás Soley said that there were 17,957 traffic accidents from January to August, representing a 27 percent increase over the same period last year.

Motorcycle accidents, at 9,546, represented more than half of that total. Motorcycle accidents increased by 67 percent over 2015 figures, according to SUGESE.

Automobile accidents in the eight-month period totaled 4,499, representing an increase of four percent over last year’s figure.

INS Executive President Elián Villegas said at a press conference last week that the number of accidents recorded so far this year, particularly those involving motorcycles, is "excessive."

Villegas said the increase in traffic accidents this year will lead to some ¢1,5 billion ($2.6 million) in SOA funds. The INS will be forced to use a special fund reserve to cover costs of the increased number of accidents.

Marchamo collection
The biggest component of the marchamo is the vehicle’s Property Tax, which represents 70 percent of the total cost. The Finance Ministry will report the variation in that tax before Nov. 1.

The SOA accounts for 19 percent of the yearly cost of the marchamo. The remaining 11 percent is distributed among other taxes.

Motorists will be able to check the exact amount they owe for the 2017 marchamo starting Nov 1. at the INS website, by phone at 800-TELEINS (8353-467), or at INS branches, banks and other authorized businesses across the country.

INS records state that vehicle owners failed to pay some 80,000 marchamos this year. Those vehicles are no longer allowed to circulate on the streets.

5. Smith and Nephew invests $55 million USD in new factory in Costa Rica

Global medical equipment company Smith and Nephew inaugurated today its new factory of orthopedic devices for sports medicine in the Free Trade Zone in El Coyol, Alajuela.

The new facilities required an investment of $55 million dollars and will add close to 250 jobs to the already existent 1,700. The English firm with headquarters in London will consolidate a total of 1,950 employments in Costa Rica.

The event had the presence of Costa Rica’s President Luis Guillermo Solis, as well as company and government representatives.

"The Government of Costa Rica is pleased to inaugurate this new factory with capacity to increase its operation by up to 250 new jobs. This is the result of the efforts of the country in strengthening the competitiveness conditions thanks to the strong alliance existent with productive and business sectors. Costa Rica is a stable economy that is currently in growth, it has a low inflation, it holds the first positions in competitiveness; the expansion of Smith & Nephew will consolidate its operation and our country in its capacity to attract foreign investment", indicated President Luis Guillermo Solis.
