Dear friends,

When I started Residencias Los Jardines, I started writing a weekly newsletter -determined to tell all the good, bad, and the ugly. I knew some readers would be interested in the construction process. I expected others might be interested in the lifestyle of two people who had decided to live outside the box. For others, the adventures of Lita, the parrot and the cat took on an entertainment saga all its own.

Residencias Los Jardines is finished. We periodically have re-sales and rental availability. Some readers may be interested in this information.

What Happened This Week

Weather: Transitioning into the rainy season... winds have died and clouds gather many afternoons... we have had several showers and grumbling skies several times this past week. We will start preparations for this change in seasons after Semana Santa...

Stories

Garden Status: Our sprinkler systems continue to work along with the gardener's training and periodic specific directions... this is the first time for a VERY long time, that the garden has been in this good a shape at this time of year. The effort it took to achieve this is paying off.

Covid-19 -Los Jardines: We continue low keyed. Building rehab is continuing but will slow down this next week as holidays kick in. We have been able to continue sourcing needed things and to get repairs done. Our technology continues to work... water system, internet, gates, electrical, etc. Our Internet has slowed at times and several times we have not been able to log on but this really stems from the country's if not the world's saturation with so much more demand. I hate to think what our situation would have been had we not made the changes we did.

CR-s Response: CR is tightening the screws re. travel and movement. A new set of restrictions go into effect today. This next week is Semana Santa and it appears the government doesn't want ticos traveling. I don't know how effective the government's is based on the number of cars heading to the beach on Friday afternoon... Regardless, those of us left will be locked down for much of the week. One restriction put into place last week was that those residents or those with work permits who leave the country will not be allowed to return. This was an odd restriction but reading between the lines it seems to be directed at those who would go to Nicaragua... why? because CR does not know what preventative measures Nic.is taking and does not what the exposure when those who go, return... If this was the real target, then the restriction could have been written more specific but it wasn't so... This catches the "perpetual tourist" in a catch-22... those foreigners who live in the country as "tourists" and who have to leave every 90 days to maintain that status and remain legal... Grocery stores, pharmacies and health care facilities and delivery services will remain open and companies (eg. building supply stores) which can deliver, will remain operational... (banks ??) Banks and grocery stores have extended hours with specific hours dedicated to old farts... access is limited at all times with 6' distancing while standing in lines. In grocery stores, a person is dedicated to sanitizing the handles of the grocery carts and of course hand sanitizer is readily available upon entry. I have not noticed the absence of any products...

Building Rehab ++: This work continues. We are now working on our oldest buildings. They have weather well actually (after 18 years) but there are some things which have to be replaced. Nothing major nor expensive but the work needs to be done. This work will be largely completed in two weeks and then we will move to newer buildings. April 1 was the 19 year anniversary of my purchase of what is now Los Jardines... and of our current life... It has been a good decision despite the frustrations of CR.

My "Temporary" Replacement: He continues doing the job I expected he would do... he is resourceful and knowledgeable and has background I do not. With my knowledge and his, he is able to do the job better than me alone... Doneste is benefiting and so am I (sitting in the hammock). I hope he remains... It has taken a long time to find the right person... we'll see what happens.

More than 2,000 foreigners rejected to enter the country

On Thursday, the Costa Rican government reported having rejected entry to 2,715 foreigners who have tried to avoid the presidential order closure of borders.

According to the report, most foreigners are Nicaraguans who have been detained in the northern zone of the country near the border with that country.

Vice President Epsy Campbell, along with other authorities, visited the northern zone of the country to inspect the operations that are ongoing to detain foreigners who entered the country.

"In safeguard public health, officers have proceeded to search, detain, and reject from the country all foreign persons trying to enter the country," Campbell said.

According to a government official, 98% of the rejected foreigners were detained after having entered through unauthorized border areas.

Also, the General Directorate of Migration reported having rejected the entry of 577 foreign legal residents in the country, because after the border closure decree these people left the country.

"I repeat the call to all people who have residency, refuge or work permit in Costa Rica to not leave the country because doing so will activate a process that can end with the definitive loss of immigration status," Campbell said.

The 77% of the resident foreigners were rejected at the immigration post in Peñas Blancas, in the northern zone of the country. The 22% of the rejected residents were reported at the Juan Santamaría International Airport in Alajuela Province. The rest of the rejected residents were detained at other entry ports.

According to data provided by the government, in addition to rejected foreigners and residents, a total of 5,027 Costa Ricans were requested to quarantine. They were outside the country, and by order of the Ministry of Health, they must remain in quarantine in their homes for 15 days.

According to the government, people who break the quarantine health order could be punished for three years in prison.

Foreigners who entered the country as tourists between December 17, 2019 to March 23, and remain in Costa Rica will now have their tourist visa expiration dates extended, according to the General Directorate of Migration rule in March.

The extension is one of several preventative measures authorities have taken to fight the spread of coronavirus covid-19.

The expiration period for tourist visas has been extended until May 17. This applies to all tourists who are living in the country. Foreigners must proceed with the corresponding procedure to renew the tourist visa or leave the country once the extension period has ended.

Procedures for renewing resident credentials must be done by email, previous_ccss@migracion.go.cr.

Procedures for renewal of Residency Identification Cards, or DIMEX ID’s, will only be available through appointments at Banco de Costa Rica and Correos de Costa Rica. Appointments will not be allowed in the Migration facilities.

The renewal appointments of temporary residence for a Costa Rican spouse must be requested through the same email.

Other types of procedures related to the renovation of residency credentials may also be requested at any Banco de Costa Rica or Correos de Costa Rica branches.

The refugee application procedures must also be requested by email, refugio@migracion.go.cr.

The changes will run until May 17. The entry of people at immigration facilities is not allowed until mid-May. Authorities will announce further changes after May 18.

The country remains in a state of emergency over the covid-19 pandemic, according to a government decree released in March.

The decree also allows the use of government funds to finance needs such as purchasing supplies or attending emergencies in any part of the country.

Until April 12, only Costa Ricans can enter the country. Any Costa Rican who enter during the restriction period will have to perform mandatory preventive isolation for 14 days, ordered by the ministry.

This order applies at all immigration entry points by sea, air and land. Those exempt are the crew of air transport, commerce or supplies services.
