Dear friends,

When I started Residencias Los Jardines, I started writing a weekly newsletter -determined to tell all the good, bad, and the ugly. I knew some readers would be interested in the construction process. I expected others might be interested in the lifestyle of two people who had decided to live outside the box. For others, the adventures of Lita, the parrot and the cat took on an entertainment saga all its own.

Residencias Los Jardines is finished. We periodically have re-sales and rental availability. Some readers may be interested in this information.

Covid-19 -Los Jardines: See article below re. CR. but for Los Jardines: Life on the compound is quiet. Few venture out of their homes, only a few at the pool area. While there is disagreement as to the restrictions / safety precautions we should take, we have done the following: posted notices re. "social distance, hand washing, restrictions re. non-resident's use of the pool, sanitizing the rancho areas and other commonly used surfaces. So far, no one has reported any illness, and a quite life has set in amongst us. We are still able to get supplies as required and to do maintenance. All critical systems remain operational; we have one pool pump which is out of service and needs to be repaired... that is in process.

CR-s Response: See article below for more info. but this is a summary: government offices, schools, social events, restaurants, and now beaches have been closed by government order and many non-essential businesses have closed for various reasons. I am not sure if government's ordered hotels closed or not but they have no business so are de facto closed if not. Grocery stores, gas stations, banks, pharmacies, building supply stores, remain open, construction continues... travel restrictions have been imposed for night time (presumably to discourage social gatherings). There are very few cars on the streets... driving is actually not bad but most people are restricting their movements and staying at home.

My "Temporary" Replacement: He is doing the job I expected he would do... he is resourceful and knowledgeable. I hope he remains... It has taken a long time to find the right person... we'll see what happens.

It seems that Ticos are happy with the Government's response. I don't read anything about protests or dissent. They are taking it seriously and taking decisive action. As the below article indicates, they are anticipating the effect of this on families / the economy and based on the first article below, are, in my opinion, making some rational, effective, implementable decisions which will not jeopardize the current and future precarious financial situation in the country. I am actually surprised and pleased at the plans / recommendations listed.

Costa Rican Government Announces Plan to Help Families Affected Financially by Covid-19

The Costa Rican government announced this Friday a plan to offer a benefit of 200 thousand colones, approximately $347.00 USD, a month to families affected financially by the crisis caused by Covid-19, this includes people that have been laid off or have had their income reduced.

Part of the funds will come from an extraordinary budget, reassigning funds, and by maintaining the fuel price in moments when prices are going down with the idea that the government can use the difference for this purpose.

“The proposal on fuel prices and cutting back the Government’s budget to support the population affected will be presented next week, with the extraordinary budget, to the Legislative Assembly”, explained President Carlos Alvarado.

The Government estimates an approximate 375,000 families that have been financially affected, but they consider this number can increase to close to 600,000 or more in the upcoming weeks. An approximate 200,000 people from the tourism sector are currently not working.

On a second phase, the Government is also considering applying a solidarity tax to be deducted from the salaries of the private and public employees that are keeping their jobs and earn more than 1 million colones a month (approximately $1,735 USD), the percentage or amount of this solidarity tax is still being discussed, but the higher the salary the higher the percentage.

Companies generating income might also be required to contribute.

Other measures proposed by the government include putting on hold all salary raises in the public sector as well as any programmed fee increase in electricity.

Number of Patients With Covid19 in Costa Rica up to 263

This Friday March 27th the Ministry of Health reported 32 new cases of coronavirus in Costa Rica bringing the total number of cases to 263.

The patients include 121 men, 142 women; 241 Costa Ricans and 20 foreigners. Nine people remain hospitalized and 5 of them with age between 36 and 66 years remain in intensive care. A third patient has been discharged; seven more are still being tested this weekend to confirm of they are free of the virus. Daniel Salas, Minister of Health asked the population not to let the guard down since, he warned, the country has not yet reached the peak of transmission. “We will reach this peak in a few weeks and once we get past this we can start easing up on the sanitary measures, but at this point it is very necessary that we follow the recommendations of not going to public spaces unless it is absolutely necessary”, he stated. Michael Soto, Minister of Security, announced that for the weekend, Saturday and Sunday, the vehicle transit restriction would be applied from 8p.m. to 5a.m and the following weekend this schedule will apply for Friday, Saturday and Sunday.
