What Happened This Week

Weather: Normal rainy season weather... several hours of rain most every afternoon... In our area, Sept. and October are usually the rainiest months and that seems to be the case this year as well.

Price Reduction: Unit 106C - now $900; recently a couple of interested clients but no commitments...

INS Law Suit: INS appealed via an appellate court to stay (put on hold) the awards handed down by the Chamber of Commerce Dispute Resolution Committee... on the basis that there was criminal activity involved. This charged had been dismissed several times before; it was again dismissed. That means that INS must obey the Dispute Resolution decision. They will not until they are forced so those of us with decisions, are proceeding with our civil suit which, if won, will be a court order to pay summarily. I was told that this process usually takes a year. However, I was also told that the appeal just ruled on would also take that long and in reality, it only took about three months. So, we will see...

Garden: I had a number of transplants done with existing plants. We had done this several months ago and the results were fine... the error that was made, is in not doing more... we fixed that to some extent this week. In addition, I bought some plants to fill in bare spots... trying to take advantage of the remaining 6 weeks or so of rainy weather.

Los Jardines: We have started work on #109. It involves mostly painting..only a small amount of patching...

Internet: It was down twice in one day... no inclement weather... and has been ridiculously slow all week. I just finished interviewing another IT guy; will wait for a proposal...

Beach trip: Trying to put together a group for an house rental in the Dominical / Uvita area... south Pacific area... for early November...

Accidents: Only two this week: one "T" at a busy intersection and one two passenger sports Audi when moving onto the road, got creamed by an oncoming car.

Adjustments: Given all the tax law changes, I have to make some expensive and offensive adjustments... required legal stuff which just gets thicker and thicker...

COMMENTS

1. Salary Increase - Judiciary: These are the same culprits who say the law does not apply to them... because they make the rules...

2. DEBT: On average a Tico allocates 64% of their salary to pay debt and these figures do not include private loans and some other significant debt... In North America, a maximum GDS (gross debt service) ratio is 40%... Many of the most heavily indebted are government employees; their interest is deducted at source. The government is launching a debt relief program by forcing government banks to provide loans for the most heavily indebted at a below-market rate and to extend the amortization period and to require the borrower to attend a financial education program for 3 years... this proposal may or many not get passed. I have often remarked on the number of CC people carry, the interest rate charged--45+%, and the absolute ignorance of financial debt calculations... I wonder who they will recruit to teach this???

Salary increase approved for the judiciary

On Monday, the magistrates of the Full Court approved a salary increase of â‚¡4 thousand for the workers of the Judiciary.

The agreement provides that the cost of living adjustment will be calculated for each judicial, according to the date of admission to the institution , in accordance with the effective date of Law 9635.

In the resolution, it was determined that Law 9635 did not repeal or modify the provisions of the Statute of Judicial Service, Law of Wages and Organic Law of the Judicial Power that govern the matter of employment, so that they remain in force.

The point value is adjusted per career in the sum of 13 colones. In addition, it is provided that ...the Directorate of Human Management, in coordination with the Directorate of Information Technology and the Legal Directorate, in accordance with article 173 of the Labor Code, shall proceed to identify and recover any extra sum, which may be generated by payment of the respective remuneration to the Servants of the Judiciary,” they said.

The decision excludes magistrates and staff whose gross salary is equal to or greater than â‚¡4 million.
