Dear friends,

When I started Residencias Los Jardines, I started writing a weekly news letter -determined to tell all the good, bad, and the ugly. I knew some readers would be interested in the construction process. I expected others might be interested in the lifestyle of two people who had decided to live outside the box. For others, the adventures of Lita, the parrot and the cat took on an entertainment saga all its own.

Our Lives

WEATHER: not much rain; mostly sunny... some overcast.

All in a Week's Living in CR:

This week included Mother's Day... a paid, national holiday. The second in rapid succession when the holiday falls on a Thursday. That means in CR, that all government and most professional work stops Wednesday afternoon... so it was again this week. Fewer cars on the road, businesses poorly staffed, fewer people in grocery stores...

The Commercial buildidngs at the end of the street are now mostly finished. Only one tenant "Fresh Market" seems to be there but there a lots of cars on the road.

  1. Tourism: the accuracy of this is questioned by many hotel operators. One recent flyer from LA to San Jose said the flight was only about 1/3 full. One issue which is consistent with previous info. is that those coming are staying fewer nights.
  2. Booze and Drugs: it's hard to get fired from a government job.
  3. Follow up: the new, expedited tenancy law is about to become law. While I haven't had a problem, others have and when ever such a law as currently exists, my observation is that the development of property for rent is reduced.

TOURISM RISES

Tourist arrivals to Costa Rica increased by 2.7% in the first half of this year compared to the same period of 2012, data showed yesterday.

The figures were released by the Costa Rican Tourism Institute (ICT) and are based on reports from the Directorate General of Immigration.

During the first six months of this year came to the country, by various routes of entry (air, land or sea) a total of 1.32 million tourists. In the same period of 2012 the figure was 1.28 million visitors, according to the source.

Ruben Pacheco, president of the Costa Rican Chamber of Hotels (CCH), explained that the result of the tourism sector in Costa Rica is very consistent with international industry behavior as the world grew at an average of about 4% between January and June. The arrival of tourists from the Juan Santamaria Airport grew by 3.5%, while on the Daniel Oduber down 0.5%.

He said the first half had two very different periods. According to hoteliers, between January and April part tourist arrivals rose at a rate of 6%, compared to last year. But slowed from May and June, which generated the final result of 2.7%.

Hotel occupancy, however, is not higher than last year, which is due to two factors.

The first is competition from private apartments, who took part of the tourist arrivals, and the second a decrease in the time spent by each traveler.

"The tourist is now a tendency to travel more times a year, but staying fewer days, especially that which comes from the U.S., our largest market," said Pacheco.

Ports. Juan Santamaria International Airport remains the main point of entry to the country between January and June as received 678,491 tourists, an increase of 3.5% from 2012, when they were 655 530.

Daniel Oduber International Airport in Liberia, 197 903 tourists arrived in the first half of this year, 0.5% less than last year's 198,913. Thus, slows the strong growth that took this port of entry in 2012 compared to 2011, according to the ICT.

In general, by air reached Costa Rica 878 974 tourists from January to June, and another 436,225 by land and sea.

The Minister of Tourism, Allan Flores, said there was a rebound in markets such as China, Mexico, Brazil and the UK.

Booze and drugs not enough to warrant dismissal

Being absent from work because of alcohol and crack cocaine addictions is not enough to warrant dismissal from a government job in Costa Rica.

The case in point is a teacher at the Colegio Técnico Profesional de Pococí.

The individual, who was not identified in a brief summary of a Sala IV constitutional court decision, appealed a dismissal by the Ministerio de Educación Pública.

The individual argued that he or she had no chance to raise a defense during a civil service dismissal hearings because of the addictions and officials should have provided a chance at rehabilitation.

The individual argued that alcoholism is recognized by the World Health Organization as a mental disease with psychological, social and biological roots. In addition, the individual said, rehabilitation requires a steady job.

The Sala IV bought that argument and told the education ministry that the individual must be put back in the job.
